It seems that you cannot buy the Basic Subscription anymore, since 2015 May, apparently.

Basic Subscription is for maintenance updates only, access to the update repositories, no other support. It costs $350 for 1 year per server.

The only subscriptions available now are Standard and Priority, that include support. Standard costs $670 for 1 year per server.

Someone told me that Basic Subscription is available as OEM, if you buy the server from Dell, you should still be able to get it. But I don't see that on Dell's website. Only this. First sum is full price, second is with discount:
SuSe Enterprise Linux Server,1-2SKT,1yr Subscription&License,Physical [$1,199.00 $613.90]
Limited time off Discount shown in cart for both browse and cart
SuSe Enterprise Linux Server,1-2SKT,3yr Subscription&License,Physical [$3,299.00 $1,689.11]
Limited time off Discount shown in cart for both browse and cart
SuSe Enterprise Linux Server,1-2SKT,5yr Subscription&License,Physical [$5,599.00 $2,866.72]
Limited time off Discount shown in cart for both browse and cart
SuSe Enterprise Linux Server,1-2SKT,1yr Subscription&License,Unlimited Virtual Licenses [$2,799.00 $1,433.11]
Limited time off Discount shown in cart for both browse and cart
SuSe Enterprise Linux Server,1-2SKT,3yr Subscription&License,Unlimited Virtual Licenses [$7,699.00 $3,941.94]
Limited time off Discount shown in cart for both browse and cart
SuSe Enterprise Linux Server,1-2SKT,5yr Subscription&License,Unlimited Virtual Licenses [$12,799.00 $6,553.17]
Limited time off Discount shown in cart for both browse and cart

These seem to be prices for Priority Subscription.

RedHat still has a Self-Support subscription for $349.

So what is SUSE doing?

I did not find a forum that would be more appropriate for this question.

Note that these Forums are not officially monitored by SUSE staff so I
think your best bet is to contact your local SUSE Sales team - to do
this click the Let's Talk button in the top-right of www.suse.com .
