Unless I am missing something, your broken box does not have a default
route. Your 'ip r' information shows one route, for the local network,
but that does not help at all when you want to get packets from here to
any other box off the local network, including back to where packets
arriving from there originated.

Compare the output from your broken and working boxes, respectively:

Try adding the default route of 100.17.1.129 to your broken box. On non-Z
systems I do this with 'yast lan', like this:

sudo /sbin/yast lan
In there you should see a tab for routing, and in there is a spot for an
IPv4 default gateway. Put in the IP address, save/Finish, and then test
again.
