YaST > Support > SUSE Customer Centre Configuration, assuming the machine is registered there's a box there you can tick to add the SDK repos.

Or you can download the ISO from https://download.suse.com/ Select 'SUSE Linux Enterprise Software Development Kit' in the first drop-down and 'SUSE Linux Enterprise Software Development Kit 12' in the second. Once you've downloaded the ISO go to YaST > Software > Add-On Products, select the ISO the ISO will be added as a repo and the SDK update repo should also be added.
