assuming that not everybody has a Linux/Mac workstation or laptop where s/he can run the "xz -cd IMAGE | dd of=/dev/SDCARDDEV bs=4096" command described on http://tinyurl.com/slespi, what would be the appropriate commands / tools to prepare a new SD card image with SLES with a Windows PC?

Is it recommended to use the WSL of Windows 10 for that, or are there other possibilities?
