Can't connect to Vagrant instance after halt or reboot: docker link not ready

Hi, I noticed another issue with the 0.4.3 version. I’ve been playing around with the os-vagrant for testing and in 0.4.1 I can up and halt without issues. in 0.4.3 it boots the first time, but the second time it’s hanging and ends with a warning: ==> rancher-01: Waiting for machine to boot.
