I also tried to get OpenSCAP Scans running on an Ubuntu 24.04 Server.
In the end I did not continue to try, because the required packages are not included in the Ubuntu 24.04 Management Subchannel. You need to readd the original Ubuntu repositories to your VM and download the packages.
But even then I did not manage to install the OpenSCAP content files for Ubuntu 24.04. I am unsure about the support of OpenSCAP itself for Ubuntu 24.04 but I also did not try any further at this point and ended my tests there.
