my local time shift to UTC, although is still UTC+4 in system settings.
Hardware clock set to UTC time but while boottime kernel take it like
correct with time zone time and finally clock in the lower right corner
shows right time - 4 hours. How can I fix it?

Yes I do. A few seconds after the connection to the Internet time
returns to normal by NTP daemon. But sometimes I'm working offline, and
    time correction is not happening.

    It's not a problem I've encountered so I can't offer a fix, but you
    might find this useful:

'Clock shows wrong time at boot'
